The Challenge

The 83rd U.S. Army Reserve Readiness Training Center (ARRTC) is an academic institution accredited by the U.S. Army Training and Doctrine Command (TRADOC) and civilian agencies to prepare soldiers and civilians to prevail in complex and uncertain environments through education and training, with 38 courses in the areas of:

  • Leadership

  • Readiness

ARRTC needed help managing Training Automation Support Services (TASS), which included software support, database administration, hardware maintenance, and WAN/LAN operations for four separate locations:

  • ARRTC – Fort Knox, KY
  • Joint Base McGuire-Dix-Lakehurst (JBMDL), NJ
  • Camp Parks, CA
  • Fort McCoy, WI

Additional technical support was needed at the Non-Commissioned Officer Academy (NCOA) Command Post of the Future (CPOF), located at Fort McCoy, as well as the Regional Level Automation System (RLAS), located at Fort Knox.

ARRTC wanted a contractor with a proven track record of managing complex, multi-site operations efficiently and cost-effectively, who could handle all the necessary management, staffing, equipment and other details required to successfully perform all TASS-related services.

The Solution

Rivera Group hit the ground running and quickly set up Tier 2 touch support, systems imaging, software support, database administration, and hardware maintenance for more than 2,000 systems across the locations. We delivered simulation support for the CPOF, a C2 software system that allows commanders to visualize the battlefield, make critical decisions and communicate with others, up-and-down the chain of command.

Rivera Group Transitions CECOM SEC from DIACAP to RMF

The Challenge

The U.S. Army Communications-Electronics Command Software Engineering Center (CECOM SEC) provides, integrates, and sustains the Army's Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) systems, which deliver information advantage to the warfighter around the globe, and must have adaptive, defense-in-depth security postures.

CECOM SEC was mandated by the Federal Government to transition all four operation locations from the DoD Information Assurance Certification & Accreditation (DICAP) to the secure Risk Management Framework (RMF) process within a short deadline. CECOM SEC was working with outdated documentation, which put them behind schedule of meeting the new security compliance regulations.

To successfully and timely transition, CECOM SEC required Rivera Group's agility, expertise, and in-depth knowledge of DoD cybersecurity and experience in innovating under pressure to meet an aggressive program schedule on a short-suspension contract.

The Solution

Rivera Group's cybersecurity team spread across four geographically-dispersed locations to fulfill CECOM SEC RMF requirements. Rivera Group formulated a lean approach to communication and collaboration which streamlined focus on meeting customer requirements and expediting resources to all four sites. 

Our team exceeded customer expectations and pioneered innovative documentation templates to meet the expedited completion of the RMF transition. These templates were tailored to the client's RMF compliance reporting to deliver accelerated Authorizations to Operate (ATOs). In only 18 months, Rivera Group achieved ATOs for nine systems and placed another nine systems under continuous monitoring plans. 

Rivera Group also provided expert guidance and support to CECOM SEC throughout the six-step RMF process. Our team performed automated scans and manual checks of systems, which allowed CECOM SEC personnel to complete the self-assessment process efficiently and effectively to meet the tight deadline for transitioning to RMF.

  • ATOs Achieved. '[Rivera Group] was instrumental in the Government obtaining ATO status for their systems undergoing the accreditation or re-accreditation process under RMF and DIACAP within a short suspense window of two weeks to one month.' – CPAR
  • Mitigating Schedule Risk. When a DoD-wide SIPRNET token shortage threatened a work slowdown we implemented an 'off-line' initiative to keep the program on schedule.
  • Electronic Key Management System (EKMS) Administration. In addition to rapidly transitioning the EKMS from DIACAP to RMF accreditation, our team was also called upon to provide Tier 1 system administration support to the EKMS to overcome the impact of a hiring freeze. 
  • Document Standardization. 'The Contractor's generation and use of documentation templates created efficiencies that created time savings for the Government. The documentation templates will eliminate the need to 'reinvent the wheel' for future systems undergoing the RMF process.' – CPAR
  • Cost Elimination. 'By providing effective self-assessment services, the Contractor accomplished a cost avoidance of $6,000,000.00 by meeting an accreditation schedule and eliminating the need to renew a costly support agreement for an end of life/end of support operating system.' – CPAR

The Challenge

The U.S. Army Marketing and Research Group (AMRG) required a more robust, content rich and easy to navigate GoArmy.com website, as well as social media platforms and multimedia marketing tools that would allow the Army to achieve its objectives of being more relevant and engaging. Our client is an university-affiliated research center and is an independent, nonprofit organization who conducts essential research, development, analysis, and systems engineering to solve critical challenges in support of the complex security needs our nation. 

This client required an experienced, knowledgeable, and qualified staff to support the delivery of new technologies to the federal government. Rivera Group is a technology transition partner, providing top-notch training, integration, and sustainment of our client's developed technologies in operational environments.

The client was experiencing delays in projects due to limited available staff and needed a partner who could respond to requirements quickly, with a highly qualified and cleared staff. Rivera Group Develops FISMA Compliant Databases for USAID

The Challenge

USAID needed help managing its databases for TraiNet and USAID Visa Compliance System (VCS) training programs, which handle millions of foreign nationals each year, providing them with training in their home countries. The data management for this effort is massive and must comply with evolving FISMA and regulations.

  • TraiNet collects, stores and reports data on all USAID training, which is conducted across 85 missions globally. It is also the point of entry for all required data for the J-1 visa application process. TraiNet maintains data used in reporting for Congress, State Department, Department of Homeland Security and many other agencies.
  • VCS manages data that leads to the issuance of the DS 2019 form used as an application for more than 4,000 J-1 visas issued each year. VCS also permits USAID to monitor and track the entry into and out of the U.S., leaving an audit trail for each exchange visitor.

Rivera Group's Enterprise Data Management (EDM) teams quickly and successfully executed the transfer of all applications and data with minimal service interruption. From there, our developers worked with USAID to upgrade the systems from their existing configuration to greatly improve the system's stability and security. This included the implementation of a Configuration Management Plan for the system that formalized bug reporting and system update procedures and improved performance significantly. 

TraiNet
Rivera Group provided ongoing system monitoring, data reporting, and data analysis to ensure compliance with USAID policy, offering valuable insight into the agency's training budgets, activities and results.

VCS
Rivera Group negotiated an interconnection agreement with the Department of Homeland Security (DHS) Student and Exchange Visitor System (SEVIS) and established an SSL-encrypted connection between SEVIS and VCS, allowing VCS to automate the J-1 visa application process and reduce the amount of paperwork for USAID employees.

Rivera Group provided 24/7 reliability to a system with over 2,800 active users worldwide. We continue to provide secure hosting, system updates, and continuous helpdesk support to users through a ticketed tracking system. Additionally, we designed and implemented custom live and web-based training programs for USAID staff and local partners, as well as on-site support in Washington, DC, and missions in Latin America, Africa, Southeast Asia and the Middle East.

Modernizing Federal Healthcare

The Challenge

Since 1978, our client's critical Electronic Health Record (EHR) system has evolved into more than 130 versions that created a system so large and complex, no enterprise owner or operator can comprehend the system in its entirety. This makes system maintenance, the implementation of strategic improvements, and the eventual transition to a modernized cloud-based system and infrastructure a slow and painful process with high risk for downtime and outages. These 130 unique instances across the nation, have unintentionally created:

  • Delays in the delivery of medical services
  • Interoperability issues
  • Cybersecurity vulnerabilities

This critical EHR system is also written in MUMPS, a coding language which first appeared in 1966. The client reached out to Rivera Group for a solution to model and analyze all of the 130+ instances down to the MUMPS code-level to identify and resolve all system vulnerabilities to create a standard version prior to modernizing efforts.

The Solution

Rivera Group implemented EAGLE6 software to support the groundwork for modernization. The client recognized a need to automatically identify and track violations in their code to simplify the system to one standard version. To meet this requirement, EAGLE6 ingested the EHR system data, analyzed MUMPS code, identified all vulnerabilities, and tracked remediation efforts.

The client needed to pinpoint the locations of violations of coding standards and practices within the system. EAGLE6 ingested system data and created a visual, comprehensive model within a matter of hours. This provided a complete and interactive view of the EHR system with the ability to analyze each line of code and search for specific violations. 

During the ingestion process, EAGLE6 used vulnerability analysis to automatically analyze the MUMPS code and identify vulnerabilities based on the standards and regulations established by the client. EAGLE6 leveraged publicly available, customer specific data – not relying on any specific source or type of data – to identify and model all data interdependencies. 

With the violations identified, EAGLE6 automatically and continuously modeled and analyzed the evolution and remediation efforts in near-real-time. By maintaining historical analysis, EAGLE6 compared the updated code to previous analysis to maintain end over end remediation efforts. This allowed the client to test their changes and see how many violations were resolved and how many new ones were created without disruption to normal IT operations or service delivery, which dramatically reduced exposure to cyber threats or unplanned downtime. 

The Results

In just a few hours, EAGLE6:

  • Analyzed over 57,300,000 lines of code
  • Auto-discovered 1,275,552 technical entities
  • Modeled over 317,000 data-sharing dependencies
  • Generated automated system documentation for quick assessment
